AI in the Western Cape is worth supporting because the province has the infrastructure, the connectivity, the startup ecosystem, and the will to actually do something with it — if the implementation is serious rather than cosmetic.

This is AI doing exactly what it should do in government: replacing manual inspection processes that are slow, expensive, and incomplete with continuous automated monitoring that catches problems before they become emergencies.

What is broken — the honest list

That delay costs money and time that small businesses cannot afford.

An AI-orchestrated single-submission business registration that coordinates across all four simultaneously, returning a complete registration package within 24 hours, would be transformative for the province's entrepreneurial ecosystem. The GEM 2026 report identifies this as a priority. The technology to deliver it exists today.
The condition — what has to be true for this to work

If the data it draws on is inaccurate, AI gives inaccurate answers with more confidence. If the system it runs on crashes during load shedding, it crashes with a more sophisticated error message.
The condition for AI to actually improve Western Cape government services is that the infrastructure underneath it has to work first. Reliable power at government facilities — which means solar and battery backup, not dependence on Eskom stability. Cloud-hosted systems that do not go offline when the lights go out. Data that is clean, current, and properly maintained. APIs that connect departments rather than silos that talk to nobody.

They specifically noted that Home Affairs systems have never seen proper infrastructure investment. That is the problem AI cannot solve by itself. The Western Cape government can build the best AI application in Africa — and if it runs on a database that has not been properly backed up since 2019, on a server that goes offline at Stage 4, the application fails.
Forge Vertical's position is this: the Western Cape AI push is worth supporting, worth building toward, and worth pushing to happen faster. The province has the connectivity, the ecosystem, and the demonstrated willingness to use technology seriously — the road monitoring AI is proof of that. The gap between ambition and execution in public-facing services is real and needs to be named honestly, because naming it is what drives the investment to close it.

The Western Cape can lead South Africa on AI-enabled public services. The question is whether the execution matches the ambition.
